Where do you base the ratings off? Im wanting to make a mod with teams from portugal in the 3rd and 2nd division, and im kinda lost since idk what to put as the ratings of the players. I would thank you alot if you respond, have a great day

I use transfermarket for the ratings. 

It's mostly based on the market values.

For instance:

€10K: >53

€50K: 53-58

€100K: 59-62

€250K: 61-64

€500K: 63-67

1 million: 68-72

This is a quick summary.

No, I only focus on countries within the UEFA.
